WORK OBJECTIVES OF THE MUNICIPAL ASSEMBLY

1-Work to reverse negative opinions

TWork to reverse negative opinions about the work of the delegate and the management of Popular Power and strengthen confidence in the Political System.
a) Achieve greater economic efficiency at each level.
b) Raise the quality of the services provided.
c) Work more effectively in the attention and solution to the population's approaches.
d) Intensify Local Development Programs.
e) Demand the deepest sensitivity in the performance of cadres and workers in their relations with the population.

2-Improve the functioning of the organs of Popular Power

Improve the functioning of the organs of Popular Power, measuring the results of the actions carried out, including:
a) Greater support and support to the delegates of the Popular Power.
b) Prioritize attention to the Popular Councils.
c) Attend differently the places with complex situations included in the Sociopolitical Map.
d) Improve the development of the Accountability processes.
e) Restore the accountability of Provincial Assemblies and Ministries to the National Assembly.
f) Work on the revision and update of the regulations of the Local Assemblies of the Popular Power.
g) Review the control-evaluation-analysis and exchange system with the Assembly of the Popular Power.

3-Expand the participation mechanisms of the people

Expand the participation mechanisms of the people in the activities of the Popular Power.
a) Turn them into legitimate spaces for analysis and exchange of ideas.
b) Achieve the public character of the meetings of the Assemblies , of the Commissions, Popular Councils and others that are considered so.
c) Establish the effective control mechanisms that allow to evaluate, analyze, correct and advance the permanent link with the people.
d) Promote greater popular participation in decision making, exercising and promoting consultations and exchange with voters, whenever possible. (Problem identification, definition of solution alternatives, intervention in its execution and in control of its realization.
e) Make greater use of public hearings and neighborhood discussions in the communities.
f) Develop integrated community work in all constituencies.
g) Control compliance with the indications on the process of analysis of the operation of the Local Bodies.

4-Achieve greater effectiveness in the application of cadre policy

Achieve greater effectiveness in the application of the cadre policy for the elective positions assigned.
a) Deepen the evaluation and characterization of the cadres, officials, specialists and technicians working in the Popular Power and other entities regardless of their subordination, with a view to identifying those with the greatest possibilities
b) Carry out diagnoses for the practical theoretical preparation of the personnel and develop differentiated preparation programs with the objective of providing them with knowledge about the functioning of the Popular Power and of the necessary tools for its administrative management.
c) Control the measures approved in the municipality for the solution of the problems identified in the attention to the cadre policy, based on the analyzes carried out in 2016.
d) Prepare and implement with the competent bodies, the program of attention and stimulation to the cadres of Popular Power.

5-Renew the methods and working style of the cadres

Renew the methods and working style of the cadres, for this, among other issues:

a) Eliminate excess meetings.
b) Eliminate commissions and working groups created by initiatives in the municipality that are unnecessary.
c) Ensure collective management and individual responsibility. < br /> d) Greater use of computerization for management processes.
e) Greater linkage with the base. Turn it into a legitimate space for analysis and exchange of ideas.
f) Greater participation in the activities of subordinate bodies and agencies.
g) Achieve greater dynamism and capacity to react to new, new scenario changes policies and guidelines.
h) To materialize close coordination relationships with the different factors, respecting each one's own functions.
